Environmental Compliance Inspector

Department: CM - TRANSPORTATION
Location: Williamsburg, VA

Position Summary

The Environmental Compliance Inspector will be responsible for ensuring contractors' compliance by inspecting construction sites to ensure compliance with permits, regulations, laws, and other contract documents. This position may also perform construction inspection which will include reviewing interpreting and enforcing plans and contract documents for efficient and timely inspection of the contractor’s work.

Essential Duties and Responsibilities

  • Perform ESC, SWPPP and VWP inspections for various construction projects.
  • Provide technical expertise on environmental compliance for construction activities operations.
  • Record inspections in daily reports and other forms as necessary. Must be able to concisely document that work is in compliance with requirements.
  • Communicate with contractors, agency personnel, clients, and other Environmental/Regulatory Specialists.
  • Assist in the creation of technical documents in support of regulatory submissions, including permit applications, SWPPP and compliance reporting and summaries.

Required Skills / Abilities

  • Must have a valid driver’s license and an acceptable driving record.
  • Must be able to navigate a construction site.
  • Able to pass a criminal background check.
  • Knowledge of: Stormwater Pollution Prevention Plans (SWPPPs), Pollution Prevention, Spill Containment Plans, C-107 process, VDOT’s VSMP, ESCCC, and MS4 programs.
  • Ability to interpret and applying state and federal environmental laws, regulations, policies, and best practices

Education and/or Experience

  • Bachelor’s degree in related field preferred.
  • 3 years of environmental permit compliance field inspection experience

Certifications / Licenses

  • Certification as a VA DEQ Dual ESC/SWM Inspector.

Physical Requirements

The incumbent in this position can typically expect to sit and use his/her hands to handle and feel for more than 1/3 of the day. He/she can expect to stand or walk for more than 2/3 of the day. Talking and listening are also expected for more than 1/3 of the day. The ability to climb, balance, stoop, kneel, crouch, crawl, or reach with arms will be needed for more than 1/3 of the day.

This position requires that the incumbent be able to lift items up to 80 pounds on an infrequent basis.

The incumbent in this position should have clear vision at 20 inches or less. He/she should be able to view various reports and forms as well as information displayed on a computer monitor and have the ability to distinguish between different colors. Depth perception, peripheral vision, the ability to focus, and the ability to see from a distance are also necessary.
