Rail Construction Manager

Department: CM - TRANSPORTATION
Location: Dulles, VA

The Rail Construction Manager will be assigned project elements that may include rail stations, facilities, bridges, structures, roadways, and other transportation infrastructure. Projects may be located within active railway rights-of-way; therefore, a working knowledge of railway systems and operations is required.

Responsibilities:

• Review and interpret project plans, specifications, and other Contract Documents to understand construction requirements, evaluate constructability, and identify unclear or conflicting contract requirements.

• Maintain familiarity with applicable plans, specifications, RFIs, submittals, schedules, and look-ahead schedules to monitor construction sequencing, progress, and general conformance with the Contract Documents.

• Perform field observations and maintain awareness of ongoing and upcoming construction activities, including work locations, progress, sequencing, field conditions, and potential construction issues.

• Prepare accurate and timely Daily Field Reports documenting contractor activities, work locations, progress, field concerns, relevant Contract Document references, and photographic documentation.

• Support progress and pay application reviews by comparing reported quantities and completion percentages against field observations, daily reports, photographs, schedules, and other available project records.

• Attend and actively participate in construction, progress, quality-control, and coordination meetings, maintain appropriate notes, and follow up on assigned project issues.

• Assist with change-order and construction issue evaluations using field observations, Contract Documents, photographs, inspection records, and other supporting project documentation.

• Review inspection data and material testing results, identify discrepancies, and coordinate resolution of construction and quality-related issues.

• Provide project document and records management oversight to help ensure required construction records are received, organized, and transferred to the designated project records management system.

• Maintain professional communication and coordination with the Owner, Construction Manager, contractors, consultants, inspectors, testing agencies, and other project stakeholders.

Qualifications:

• Bachelor’s degree in civil engineering or similar degree, specializing in construction/engineering management or equivalent experience

• Minimum 5 years of experience in the management of station, bridge, roadway, facilities and/or infrastructure construction project within a railway event

• Current CCM or ability to obtain such within 6 months of hire

• Ability to work with and grow in a team environment

• Ability to manage multiple tasks simultaneously

• Strong verbal and written communication skills

• Proficient with MS Office Suite, specifically Word, Excel, PowerPoint and SharePoint

• Proficient computer, smartphone, and tablet skills and use of software and databases to optimize information collection and automate data collection and reporting.

• Ability to learn new computer software and databases, i.e. Smartsheet, Box, TEAMs

• Valid driver's license and qualified to drive company vehicle

Preferred Qualifications:

• Considerable knowledge of rail stations, bridges, facility, roadway, structure, traffic engineering, utilities construction methods, procedures, practices, plans, specifications and contracts, materials used and performance, environmental, legal and safety responsibilities related to construction of transportation facilities

• Working knowledge of system/communication elements for railroads

• Knowledge of the use of electronic data processing equipment and contract management software

• Ability to create, review and evaluate project/contractor schedules in accordance with the contract requirements.

• Ability to supervise and manage employee work groups

• Ability to interpret plans, specifications, and contracts

• Ability to prepare clear technical, financial, administrative and explanatory correspondences

• Ability to establish and work to project budgets

• Excellent written and verbal communication skills

• Registered as a Certified Construction Manager (CCM) through the Construction Management Association of America (CMAA) or similar Construction Manager Certifications preferred

• VDOT/MSHA construction inspection experience including materials testing or construction inspection certifications also preferred

Salary Range: $95,000 - $135,000

Physical Demands

The incumbent in this position can typically expect to sit and use his/her hands to handle and feel for more than 1/3 of the day. He/she can expect to stand or walk for more than 2/3 of the day. Talking and listening are also expected for more than 1/3 of the day. The ability to climb, balance, stoop, kneel, crouch, crawl, or reach with arms will be needed for more than 1/3 of the day.

This position requires that the incumbent be able to lift items up to 80 pounds on an infrequent basis.

The incumbent in this position should have clear vision at 20 inches or less. He/she should be able to view various reports and forms as well as information displayed on a computer monitor and have the ability to distinguish between different colors. Depth perception, peripheral vision, the ability to focus, and the ability to see from a distance are also necessary.
